The plan outlines four main objectives: fostering open alternatives in AI, cloud, chips, and cybersecurity for technological sovereignty; creating a sustainable ecosystem with support for startups and viable business models; improving public administration through increased adoption of open solutions and interoperability standards; and enhancing international projection by exporting European technologies and increasing their global influence.
