Europe's strong push towards sovereign AI, driven by a desire to reduce reliance on US technology and establish independent AI capabilities, is facing a significant hurdle: the limitations of its data centre infrastructure. While the political will and market demand for European AI sovereignty are undeniable, new research suggests that the physical capacity to support these ambitions may not be sufficient.

A survey by Onnec reveals that a vast majority of data centre operators (74%) see sovereign cloud as a major opportunity. This optimism is fuelled by Gartner's forecast of an 83% surge in European spending on sovereign infrastructure-as-a-service, reaching $12.6 billion in 2026. Regulatory efforts, such as the EU's proposed Cloud and AI Development Act and its AI gigafactory programme, further underscore the continent's commitment, with public funding also beginning to flow to support these initiatives.
However, the path to realising this sovereign AI future is fraught with practical challenges. Operators cited power availability, lengthy planning approvals, escalating construction costs, supply chain disruptions, and a scarcity of skilled personnel as key obstacles. A particularly pressing issue is the difficulty of retrofitting existing, operational data centres to accommodate the high-density computing demands of AI workloads, a process that cannot easily be paused. Onnec's findings highlight that while new builds are part of the solution, they are time-consuming. Therefore, optimising and upgrading current facilities is crucial, albeit complex. Ultimately, Europe's ability to meet its sovereign AI goals hinges on its capacity to overcome these fundamental infrastructure constraints, from securing sufficient power and navigating planning hurdles to training a workforce capable of building and maintaining these advanced facilities.
